Border crossing for men in 2024: how and what is needed?

The legal framework is constantly changing. Especially in the context of men crossing the state border by men. As of the beginning of 2024, there have been no changes to the rules for men crossing the border. However, according to information on social media, border checkpoints have begun to require additional confirmation from those who have the right to leave.

General mobilization and martial law are still in place in Ukraine. However, despite the ban on travel for men aged 18 to 60, there are still categories of people who have the right to cross the border. According to official information, these are 11 categories of persons, which, according to the State Border Guard Service of Ukraine, have not changed.

To leave Ukraine, you must have the following with you:

• a passport of a citize of Ukraine;
• a foreing passport;
• Green Card insuarance policy (if crossing the border by car);
• birth cetrificate (for children).

But this list of documents is general. And to cross the border, men who have the right to do so, depending on the category, need additional documents:

• a certificate from the TCC (this may be an extract from the TCC protocol on the decision to defer);
• military registration documents with a record of the deferral.

Please note that this is an additional list of documents for each category of person entitled to cross the border.

Wthat cegories of men have the right to travel abroad in 2024 and what is required for this?

1. Deregistration from the millitary register.
   - To leave Ukraine, men who are deregistered from the military, in addition to the standard package documents, a certificate from the military registration and enlistment office, and a military registration document, must also have a disability certificate or a decision of the medical commission on their unfitness for military service. It should be noted that men who are recognized as partially fit for service do not have the right to leave Ukraine during martial law.
2. Temporarily unfit men.
   - In order to cross the border, you must additionally have a disability certificate or a conclusion of the military medical commission (MMC) confirming the status of being temporarily unfit for military service for a period of up to 6 months.
3. Disabled persons of groups I, II and III.
   - To travel abroad, men with a disability group must provide the following at the border crossing point: a certificate of form 158-1/o, a certificate of disability status, a pension certificate or a document confirming the appointment of social assistance. Note that the disability document must be issued and received in Ukraine! If the disability group was assigned abroad, the spouse would not be able to leave.
4. Men accompanying a person with a disability of group I or II or a suck relative.
   - To cross the border, men accompanying a person with a disability of group I or II or a sick relative must have a relevant doctor's opinion or an approved medical advisory commission. In this case, the border crossing is possible only in the presence of the accompanied person. It should be noted that if you try to cross the border alone, even if you have a full package of documents, you will be denied entry.
